This is not a surprise at all. The people working at these recruiting sites aren't coaches. Their ratings aren't based on their ability to break down game film. They simply read the tea leaves, and rate the players accordingly. If they have offers from a lot of top 10 schools then they are going to be rated higher than a guy who only has offers from mid majors.
The recruiting site people are no more qualified to break down film than the rest of us lay folk. "wow, did you see how fast he made that other guy fall down?"

I figure they really only paid any attention to folks with multiple high level offers, if that, maybe not even that apparently.
