I guess I'll have to take your word for that but I doubt that Appalachian communities have the levels of extreme violence and crime that exists in our nation's capitol.

Perhaps I misunderstood, I was speaking to the general living conditions and the services that the government provides to them. As a former inhabitant of DC, yes, the crime in certain areas is just out of control and way worse than in any part of Appalachia.
