It's a stupid concept. A roadway has to meet specific criteria, so let it do that. A set of PVs have very different needs and properties, put them to the side, or on rooftops, but don't try and make something do two contrasting things for no reason.
A road needs to be smooth, inexpensive, durable, repairable cheaply, and present a decent CoF with care tires when dry or wet, and it needs to accept paint.

Adding induction coils to the roadway would be far more cool, and possibly practicable.
