The liability issues likely are the other way, full autonomous would provide lower liability than humans and be a strong driving force (ha) for this technology.
Not saying it will never happen (full autonomous type vehicles), but you'll have unions, non union workers and a few "intellectuals" protesting the value of autonomy. I see it happening, but not as soon as we think, on a wide scale.
